Bobbie Green

Dr. Bobbie Green is a Professor of Information Systems; a social activist, an expert lecturer, a writer, and a public speaker. She has created hundreds of video-taped lectures and has taught thousands of students during her career as a college professor which spans more than twenty years.

Green has conducted the New Mexico State University Gospel Choir for the past fifteen years and has performed at numerous concerts and public events throughout the State of New Mexico.

She was appointed as a Commissioner with the New Mexico Martin Luther King State Commission by Senator Mary Kay Papen in 2017. She was appointed to the Law Enforcement Academy Board by Governor Michelle Lujan-Grisham in 2019, and she is the current President of the Doña Ana County NAACP.

Green, a native of Las Cruces is currently a faculty member at City University of New York. She is married to Howard Guion who is a Project Engineer for the Department of the Army at White Sands Missile Range.

First Vice President
Stephen Jones

Stephen Jones is a community activist and a retired Data Specialist and Librarian. Active in civil and human rights movement organizing for over forty years, Jones currently works across southern New Mexico on issue and candidate campaigns to support empowerment and inclusion for all.

Jones has worked for public libraries as a Data Services Administrator and Librarian, and before that as a municipal Freedom of Information Specialist. He is currently a member of the Thomas Brannigan Library Advisory Board in Las Cruces.

Jones is an advocate of lifelong learning and proud to call the diverse communities of southern New Mexico home.

Second Vice President
Jamar Cotton

Jamar Cotton is a Deputy Sheriff in Doña Ana County. He has a history or working with challenged youth in our community in numerous capacities including Big Brothers Big Sisters, and became an ambassador at NMSU with Black Student Programs, working with Chicano Programs, Indian Affairs, and other programs.

He put in thousands of hours of community service including at the Mesilla Valley Community of Hope. He earned his degree in Early Childhood Education before becoming a Peace Officer.

He makes his home in Las Cruces where he and his wife are raising a family of four boys and one girl.

Kimberly York

Kimberly York is New Mexico Black Education Act Liaison and PhD Candidate. She has been in the field of clinical social work for over 20 years.

Treasurer
Terry Tolbert

Terry Tolbert is a retired Chief Warrant Officer 5. He Served more than thirty years in the U.S. Military (Army). He is currently working at the Combat Capabilities Development Command, Data & Analysis Center, White Sands Missile Range, NM. as a Logistics Management Specialist, Team Lead. He has more than 43 years of Military and Federal Service.

Tolbert has served as Treasurer for the Doña Ana County NAACP Branch and Assistant Treasurer for the NM NAACP State Conference. He is also a member of NM Martin Luther King Commission.

His Hobbies include golfing, computers and he is an avid sports fan. He has also served as the Handicap Chairperson for the Sun Country Golf Association White Sands Missile Range Golf Course, WMSR, NM.

He and his family happily call Las Cruces NM home and love serving the community.

Howard Guion

Howard Guion is a Project Manager for the Department of Public Works/Engineering Division and the Project Management Branch at White Sands Missile Range. He has a degree in Electrical Engineering and 40 years of experience in his field.

He is a Viet Nam Veteran who was a Sergeant in the US Marines Corps. He was as an aviation electrician during his tour of duty in Viet Nam.

He lives in Las Cruces with his wife. He enjoys reading, dancing, taking long walks and playing tennis.
